Update 8.0.122

Proxy refresh timer fix

Fixed the proxy refresh timer. After the first refresh of the proxy list, the refresh was being triggered in a loop every second. Fixed an error that prevented the program and runners from starting on systems with non-standard language encoding or modified Windows builds.
